Hon. P. Garswa Jackson, Sr, Auditor General of Liberia
Mr. P. Garswa Jackson, Sr., FCCA, CFIP, CFC, is the Auditor General of the Republic of Liberia. He was confirmed by the Liberian Senate on July 15, 2021. As Auditor General, Mr. Jackson is responsible for supporting the Legislature in promoting accountability and transparency in the use of Liberia’s public resources. This responsibility is fulfilled through the execution of his mandate, as detailed in the General Auditing Commission Act of 2014.Prior to his appointment as Auditor General, Mr. Jackson served as Vice President for Finance and Fiscal Affairs at the University of Liberia, where he supervised financial management activities in close consultation with the President of the University. His previous experience includes serving as Comptroller (Acting Head of Finance) and Chief Internal Auditor at the University of Liberia, as a Financial Statement Auditor at KPMG (one of the global “Big Four” audit firms), and in tax administration at the Bureau of Customs and Excise and the Large Taxpayer Unit of the Ministry of Finance (Republic of Liberia).Mr. Jackson is a Fellow Member of the Association of Chartered Certified Accountants (ACCA), United Kingdom; the Liberia Institute of Certified Public Accountants (LICPA); the International Institute of Certified Forensic Investigation Professionals, USA, Inc. (IICFIP); and the Institute of Financial Consultants, Canada (IFC). He also holds a Bachelor of Science degree in Economics from the African Methodist Episcopal University in Liberia.As Auditor General of the Republic of Liberia, Mr. Jackson is a permanent member of the African Organization of English-Speaking Supreme Audit Institutions (AFROSAI-E) Governing Board and a member of the Governing Council of the Liberia Institute of Certified Public Accountants (LICPA). He is also the current Chairman of the Economic Community of West African States Organization of Supreme Audit Institutions (ECOSAI) and a member of the Governing Board of the African Organization of Supreme Audit Institutions (AFROSAI).Auditor General Jackson has participated in a number of INTOSAI speaking and discussion events, including:Facilitating the English-speaking session of Theme 1—The Role of Supreme Audit Institutions in Auditing Central Banks and Government Activities during Financial and Economic Crises—at the 25th (XXV) INCOSAI hosted in Egypt (October 2025);Delivering a special presentation on SAI Liberia’s independence journey and progress at the INTOSAI Donor Conference hosted in Bucharest, Romania (September 2024); andFacilitating several presentations and participating in various panel discussions at AFROSAI and AFROSAI English-speaking events.Through his leadership, SAI Liberia was selected as one of six Supreme Audit Institutions to conceptualize and operationalize the INTOSAI Global SAI Independence Project, leading to his participation in a high-level meeting in Paris, France (January 2025), and a subsequent visit by the INTOSAI/OECD team to Monrovia, Liberia, to meet with various stakeholders, including the President of Liberia.Auditor General Jackson has succeeded in expanding the number of annual audits conducted by SAI Liberia to approximately one hundred (100) government entities and donor-funded projects over multiple years, from a previous maximum of thirty-five (35) audits. He also operationalized the Follow-up on the Implementation of Audit Recommendations Unit; facilitated the recruitment of several professional accountants and auditors to enhance the capacity of the GAC workforce; improved the working environment and logistical support for staff, including achieving the One Auditor, One Laptop Project; and introduced platforms to improve audit documentation and reporting.He has also played a significant role in strengthening public financial management reforms, working with key stakeholders including the World Bank and the Ministry of Finance and Development Planning. During his tenure, SAI Liberia has regularized the audit of the Government’s Annual Consolidated Financial Statements and the audit of the General Auditing Commission. Inaugural specialized audits conducted during the tenure of Auditor General Jackson include the National Payroll Audit, two (2) Domestic Debt Audits, and audits of the Ministry of State (Office of the President), the Legislature/Parliament, the Judiciary Branch of Government, and the Central Bank of Liberia.
